Short answer
Where to find it and where to use it
Where the card drops. No fixed spawn, same as every key on this map. It rolls from the shared loot pool, best odds in residential, commercial and security containers, and it can be taken off another raider. Nobody has published a drop rate.
Where the door is, and this is the part people get wrong. You cannot walk to Room 311 from inside the hotel the way you can reach 102, 107, 113, 205 or 208. Trying to find an internal staircase up from floor 2 to the tower is how players waste five minutes and get caught in a stairwell.
The route that works:
- Go outside, to the east side of the hotel complex.
- Find the tall tower with the distinctive architecture, the one that stands proud of the main block.
- Enter the door at the base of the tower. The staircase is inside.
- Climb to the third floor. Room 311 is directly ahead of you when you arrive.
That is the whole approach. It is short once you know it and completely opaque until you do.
What it unlocks
One door: Room 311, and it is the only locked room on floor 3.
That is genuinely useful and it is the single fact that makes this card easier to use than any other hotel card. On floors 1 and 2 you are reading red numerals over doors to work out which suite your card fits. On floor 3 there is exactly one door that refuses the interact prompt, and your card opens it. No hunting, no wrong doors.
One conflict to flag. A community guide describes 311 as a stepping stone toward Room 404, suggesting the two are roughly aligned vertically and that you keep climbing the east stairwell from 311 to reach 404 on floor 4. Every other source we checked places Room 404 at the far west end of floor 4, directly above Room 102, not above the east tower. The weight of evidence is on 404 being west. Do not plan a single east side climb expecting to hit both.
What is inside
A suite in the tower, with the standard hotel container set: cases, drawers, wardrobes, bedside furniture, bathroom storage.
Community listings put 311 between the floor 1 rooms and the floor 2 rooms in value. We are not quoting a gold range, because the sites that publish them do not agree and none of them show their working.
The thing 311 has that the other suites do not is quiet. Because the approach is external and non obvious, fewer raiders pass this door incidentally. You are far less likely to be interrupted mid loot here than at 113 or 205. The flip side is that the tower stairwell is a single channel: if someone does come up behind you, there is no second route down and no other floor to peel off onto.

Worth it if you are already on the east side of the complex, or if you are running 113 first and want to stay on that flank.
Not worth crossing the building for. The external approach means you get no other rooms on the way there and none on the way back. A dedicated 311 trip is a round trip with exactly one payoff at the end of it.
The best use of this card is as the second half of an east flank run: take 113 on floor 1 from the north east corner stairs, exit, walk around to the tower base, climb, take 311. Two rooms, one side of the building, no crossing the busy central corridors at any point.
How keys work in Arc Raiders
The rules never change, but the stairwell changes what they cost you.
- Single use. The 311 card is consumed the moment the door opens, three floors up.
- Lost on death unless it is in your Safe Pocket, and it can be used straight from there.
- The room resets between raids. A cleared 311 refills next run.
- No fixed key spawns. Shared loot pool and other players only.
Rule two is worth taking seriously in a single exit tower. If a fight starts on the stairs below you, there is nowhere to run to. Anything you care about goes in the Safe Pocket before you start climbing, not after you reach the top.

Frequently asked questions
- Where do you use Riven Tides Hotel Keycard No. 311?
- On Room 311 in the east tower of Hotel Panorama Azzurro. There is no internal route from the main entrance. Go outside to the east side of the complex, enter the door at the base of the tall tower, take the staircase to the third floor, and the room is directly ahead.
- Why can I not find Room 311 from inside the hotel?
- Because it is not connected that way. The east tower has its own staircase entered from the outside at ground level. Players lose a lot of time looking for an internal stairwell up from floor 2 that does not lead there.
- Is Room 311 the only locked room on floor 3?
- Yes. That makes it the easiest hotel card to use correctly. On the lower floors you have to read the red door numerals to find the right suite. On floor 3 there is one door that will not open normally and your card fits it.
- Can I climb from Room 311 straight up to Room 404?
- Probably not. One guide suggests the two are vertically aligned on the east stairwell, but every other source places Room 404 at the far west end of floor 4, above Room 102. Plan them as separate trips on opposite sides of the building.
- Is Room 311 worth the trip?
- It is the quietest suite in the hotel because the approach is external and not obvious, so you are rarely interrupted. The catch is the single stairwell with no second way down. Best used as the second half of an east flank run after Room 113.
