Our map marks the locked door on the north-west face of Town Hall, on Corso da Vinci, where the locked entrance is. Town Hall is the easiest building on Buried City to find: a massive structure standing in the open near the centre of the map, navigable by silhouette from most of the surrounding streets.
The key is an Epic random drop out of residential-style containers, so the usual sources apply. Desks, drawers, backpacks, and other Raiders. Guides that farm it point at Dam Battlegrounds rather than Buried City for the drop itself, specifically the Ruby Residence apartment building and the second floor of the Research and Administration building.
There is one route that is not RNG. The quest Our Presence up There rewards a Buried City Town Hall Key on completion. The quest sends you to the Pattern House on Dam Battlegrounds to flip a power switch and finish an antenna installation on the roof. The catch that catches people out: it only counts if you extract. Die on the way out and the quest does not complete and the key does not arrive.
Some guides also report a guaranteed Town Hall Key on a page of the Raider Deck for a small Creds cost. Deck contents rotate, so check yours rather than taking that as permanent.

Two honest notes. First, no source publishes an exact contents list, because the rolls are randomised every raid. Second, the reason this key is rated so highly is not any single item, it is container density. You are not opening one drawer, you are opening a building's worth of them. Even a mediocre roll across that many containers extracts for good value, and night raids reportedly roll stronger.
Is it worth the detour
Yes, and it is the one Buried City key genuinely worth planning a raid around. It is also the one with the most ways to get you killed.
The risk is real and it is not the door, it is the time. Town Hall sits in a red loot zone, the highest tier on the map, which means the best loot and the heaviest ARC presence. It is a high traffic building in the centre of Buried City, and clearing it properly means sustained exploration, backtracking through floors, and a lot of noise. Every one of those minutes is a minute a squad can hear you and set up on the exits.
The straight recommendation:
- Do not open this door with a full bag. Come in light so you can actually carry what you find.
- Clear the ARC threat first. The interior is not a place to fight something you woke up on floor three.
- Know your extract before you go in. Coming out of Town Hall heavy with no plan is how these runs end.
- Bring a friend if you have one. Solo is doable, but one person cannot watch a multi-floor building.
Get those four right and this is the best single key use on the map. Get them wrong and you hand an Epic key and a full bag to whoever was waiting outside.
How keys work in Arc Raiders

- Locked rooms reset between raids. The room refills every raid, so it never goes stale. Stack keys and run the same door over and over.
- Keys come out of containers and off players. Cabinets, drawers, desks, and lockers are the sources, along with anyone you kill who was carrying one. There is no guaranteed spawn shelf, so the honest advice is to loot every drawer on the way past.
