Best Weapons for Close Scrutiny

The Dolabra, the update's legendary energy shotgun, takes Energy Clips and has Strong ARC armor penetration on the wiki's figures, and the wiki places its blueprint inside the ARC Assessor. Embark's Live Update 2.3.0 notes say the Dolabra Blueprint can now drop in any major map condition, with a slightly lower drop chance. The Canto SMG is the fully automatic alternative, on Medium Ammo.

Best Shield for Flashpoint Content

The Medium Shield offers the best balance for Flashpoint content. You need enough protection to survive Vaporizer laser sweeps and ARC patrols but enough mobility to reach cover and navigate the Assessor quickly. The Heavy Shield works for dedicated tanks in full squads, but solo and duo players will want the Medium's mobility.

Stack maximum healing items for Close Scrutiny. The sustained combat encounters drain resources fast. Bring an Adrenaline Shot, which fully restores stamina, for the approach and extraction phases where speed matters. Bring Shield Rechargers too, since every hit drains your shield's charge. Do not cut corners on consumables for operation runs.

Budget Loadout Alternative

If you do not have legendary gear yet, the Canto paired with any reliable assault rifle makes an effective budget Flashpoint loadout. The Canto handles CQB inside the Assessor while your primary covers ranged fights. Get a Medium Shield before your first operation run. Even without the Dolabra, the Flashpoint content is doable with solid fundamentals and good positioning.
